Yes, non-creation of Mahdi, if he has not been created before, is God’s work; because creation and its abandonment are not attributed to other than God; as He has said: ﴿أَلَا لَهُ الْخَلْقُ وَالْأَمْرُ[1]; “Know that creation and command belong to Him,” but creating Mahdi is obligatory for God when there is no impediment from people to his advent; considering that the main purpose of God of creating him is his advent, and if there is an impediment from people to his advent, creating him does not achieve the purpose of God, and therefore, it can be said that non-creation of Mahdi, if he has not been created before, even if it is God’s work, is the result of people’s voluntary will and action; as his non-advent, if he has been created before, is the result of people’s voluntary will and action, and God is not accused of causing it in any case; as He has said: ﴿ذَلِكَ بِأَنَّ اللَّهَ لَمْ يَكُ مُغَيِّرًا نِعْمَةً أَنْعَمَهَا عَلَى قَوْمٍ حَتَّى يُغَيِّرُوا مَا بِأَنْفُسِهِمْ ۙ وَأَنَّ اللَّهَ سَمِيعٌ عَلِيمٌ[2]; “This is because God never changes the blessing He has given to a people until they change what is in themselves, and God is surely the All-Hearing, the All-Knowing,” and said: ﴿إِنَّ اللَّهَ لَا يُغَيِّرُ مَا بِقَوْمٍ حَتَّى يُغَيِّرُوا مَا بِأَنْفُسِهِمْ[3]; “Indeed, God will not change anything for a people until they change what is in themselves.”

[It is obligatory for people to have Mahdi appear]

Based on this, God’s creating Mahdi, if he has not been created yet, and his advent, if he has been created, are contingent on people’s voluntary will and action; in the sense that if they remove the impediment to his advent, they will be possible, otherwise they will not be possible, and it is clear that removing the impediment to the advent of Mahdi is possible for them;
