Based on this, citing the basis of the government of a number of the Sahabah and the rulers after them to know the basis of the government in Islam is against the rule and has no basis in Sharia; as it is in clear contradiction to the intellect; because it is foolish that Muslims must pledge allegiance to one whose government is accepted by only one or a few of them; as it is not rational that they must pledge allegiance to one whose government is accepted only by the previous ruler, and it is abhorrent that they must pledge allegiance to one who has seized power by shedding the blood of Muslims.

It is hereby understood that for the basis of the government in Islam, like all other beliefs and deeds, one must cite Islam itself, not the sayings and actions of some Muslims! This is while the government in Islam is of two types and there is no third type: one is the government of God, and the other is the government of taghut. As for the government of God, it is the government of one who rules by the command of God; such as the government of the family of Ibrahim , about whom God has said: ﴿وَجَعَلْنَاهُمْ أَئِمَّةً يَهْدُونَ بِأَمْرِنَا[1]; “And We made them leaders who guide by Our command,” and as for the government of taghut, it is the government of one who rules by other than the command of God; such as the government of the house of Pharaoh, about whom God has said: ﴿وَجَعَلْنَاهُمْ أَئِمَّةً يَدْعُونَ إِلَى النَّارِ[2]; “And We made them leaders who invite toward the fire”! Based on this, the government of one whom God has appointed for it is the government of God, and the government of one whom God has not appointed for it is the government of taghut, and this is a very simple and clear rule.

According to this rule, the supreme goal of all the Prophets has been the realization of the government of God and the abolition of the government of taghut; as God Almighty has said: ﴿وَلَقَدْ بَعَثْنَا فِي كُلِّ أُمَّةٍ رَسُولًا أَنِ اعْبُدُوا اللَّهَ وَاجْتَنِبُوا الطَّاغُوتَ[3]; “And indeed, We sent a Prophet to every nation, (saying:) ‘worship God and avoid taghut,’” and therefore, it has been the supreme goal of the last Prophet as well; considering that submission to the sovereignty in Islam is an example of worship, and whoever accepts the sovereignty of other than God has, in fact, worshiped taghut;
